I had some more clarifying information that may be of use to the requester in narrowing down their request.Records could include: operation and Maintenance agreements for private systems, inspection reports for our water quality facilities such as bioretention cells, swales, etc. This map be of use: https://data-avl.opendata.arcgis.com/datasets/d01e0afeecb743f49261473dc53e600c_0?geometry=-85.684%2C34.784%2C-79.488%2C36.348. We do not have materials regarding the County’s stormwater systems.

We originally sent this request to Buncombe County Government who then told us to email the Metropolitan Sewerage District of Buncombe County. Upon doing that we were told by them: “If your request is stormwater based, then I will refer you to City of Asheville, who I believe is the authority in charge.”

If your request is stormwater based, then I will refer you to City of Asheville, who I believe is the authority in charge. We do not have mixed sanitary and stormwater infrastructure.
If your question is sanitary sewer-based, very particularly with regards to availability, there are some issues with regards to accuracy and how the information is being used that would be of concern. Notably, the data shouldn’t be considered survey grade, just an inventory. Our data is public, but there are many questions/answers that could vary with interpretation that make that sort of request preferable to be directed to our permit staff on a case-by-case basis as misinterpretations can prove costly, especially when it is used during the due diligence phase of a property sale.
